Technical and Paramedical Education Council was legally established under the guidance of jurist, eminent educationists and social workers for the development of education in wide areas. Development of regular and distance education on the pattern of regular and open continuing & Education System and registration. Has legal right of teaching & training under the provision of constitution. Copies of Bylaws, prospectus, etc. are sent to the various Authorities and Departments of the Government of India/State Governments and Union Territories by the Board from time to time. The area of operation of the Board is wide and extensive all over India. Information centres of examination are situated in almost all-major cities of India where semester/annual examinations are normally organized every year.

Under HUMAN RIGHTS PROTECTION ACT, 1993 autonomous bodies have been given special protection & consideration. (For further details refer: AIR 1993 SC-2178.)

Like all educational boards/Universities ours is also an autonomous body. Each educational organization acts on its own discretionary powers. According to these powers every board / university / state Govts. / Central Govt. of India has the liberty and right to take its own decision either to allow orrefuse any admission / service. But we do our best to make success the non formal education programme. All the education programme run by the board is board's own autonomous education programme. Legality, Validity, Utility of the education programme is strict conformity with the constitution of India and law of the land under Article 19(1)G, 29 & 30.

First three are practiced by all the schools but the schools less concern the last one education for work. This aspect can be affected by means of vocational training.

The Role of Education in facilitating social and economic progress has long been recognized. Education improves functional and analytical ability and thereby opens up opportunities for individuals and also groups to achieve greater access to labour markets and livelihoods. A better educated labour force is essential if we are to meet the labour supply requirements of faster growth. Education is not only an instrument of enhancing efficiency but is also an effective tool of widening and augmenting democratic participation and upgrading the over all quality of individual and societal life.

Skills and knowledge are the engines of economic growth and social development of any country. Countries with higher and better levels of knowledge and skills respond more effective and promptly to challenges and opportunities of globalization. India is in transition to a knowledge based economy and its orgpetitive edge will be determined by the abilities of its people to create, share and use knowledge more effectively. This transition will require India to Develop workers into knowledge workers who will be more flexible, analytical, adaptable and multi skilled.

In the new knowledge economy the skill sets will include professional, managerial, operational, and behavioural, inter personal and inter functional skill. To achieve these goals, India needs flexible education and training system that will provide the foundation for learning, secondary and tertiary education and to develop required orgpetencies as means of achieving lifelong learning.
